ISRAEL CAPTURES HAMAS PASSOVER TERROR MASTERMIND

Israel: Hamas mastermind captured (AP)
JERUSALEM - Israeli soldiers on Wednesday arrested the Hamas mastermind of the bloodiest suicide bombing of the Palestinian uprising, an attack that killed 30 people and wounded 143 others during a Passover dinner celebration in 2002, the army said.

Omar Jabar planned the attack and dispatched the suicide bomber to the hotel in the Israeli coastal city of Netanya, the military said. He was arrested early Wednesday in the West Bank, the army said.

IN THE WEST BANK, IDF FIGHTS TERROR AND PROPS UP ABBAS

Israel's War on Terror in the West Bank - Tim McGirk (TIME)
Just because fewer Palestinian terrorists are slipping into Israel from the West Bank doesn't mean that they have stopped trying.  Says an officer in the Israel Defense Forces (IDF): "Our people sleep comfortably in Jerusalem and Tel Aviv because the IDF is putting in a huge effort, day and night, in the West Bank to prevent terror."  Last year more than 6,650 suspected Palestinian militants were rounded up, among them, claim Israeli intelligence officers, 279 potential suicide bombers.

IDF troops, in effect, prop up Mahmoud Abbas. Without the presence of Israeli troops, his advisers concede, the West Bank would soon fall to Hamas militants, just as Gaza did last June.  Israel's domestic intelligence service, Shin Bet, claims that in 2007 it foiled 29 suicide attacks.

Fatah's armed wing, the Aksa Martyrs Brigades, called on Mahmoud Abbas on Thursday to fire Prime Minister Salaam Fayad and "form a new government that would not abandon the armed struggle," in a leaflet distributed in Ramallah. It also called on Abbas to stop all contacts with Israel.

Several Fatah officials have accused Fayad of refusing to give their representatives enough jobs and salaries in the PA government.   They are also angry with Fayad because of his decision to stop paying salaries to thousands of Fatah members.

A Hizbullah flag, along with Hamas banners, adorned the home of a Palestinian man who was killed after gunning down eight Israeli students in Jerusalem last week. Hizbullah has long operated behind the scenes in the Palestinian territories, funneling millions of dollars to militant groups for attacks against Israel, according to Israeli and Palestinian security officials. Hizbullah's influence has become increasingly visible in the West Bank since last month's assassination of its military chief, Imad Mughniyeh.

On Thursday, mourners marching in a funeral procession for four Palestinian militants killed in Bethlehem chanted, "Hizbullah is coming." The bodies of local Islamic Jihad leader Mohammed Shehadeh and another militant were wrapped in Hizbullah flags. Shehadeh had converted from Sunni to Shiite Islam in a show of support for Hizbullah, said his cousin, Khalil. (AP/International Herald Tribune)

UPDATED: IDF TERMINATES ISLAMIC JIHAD LEADERS

Anti-terror unit kills Islamic Jihad's Bethlehem leadership (JPost)
Five terrorists, including the Islamic Jihad leadership in Bethlehem, were killed in two clashes with the IDF in the West Bank on Wednesday.

In the morning, IDF soldiers surrounded a house in Seida, near Tulkarm, and in ensuing gun battles killed Saleh Karkur, 27, an Islamic Jihad gunman. The IDF demolished half of the house. Islamic Jihad released a statement in Gaza saying Karkur was one of the group's top West Bank commanders and threatened to avenge his death.

In the evening, a team from the Israel Police's elite Yamam counterterror unit raided Bethlehem and killed four Islamic Jihad gunmen. The Shin Bet (Israel Security Agency) said the four had constituted the leadership of the terrorist group's armed wing in the city. When the men's bodies were inspected, they were found to be carrying rifles and pistols.

Among the dead was Mahmoud Shehada, 45, the commander of Islamic Jihad in Bethlehem. He had been on Israel's wanted list for eight years, since the eruption of the second intifada, for involvement in a number of deadly terror attacks. Another of the dead was Ahmad Balbul, 48, reported to have been a member of both Fatah's Aksa Martyrs Brigades and the Bethlehem City Council.

IDF LAUNCHES RAIDS ON GAZA

47 Palestinians killed during ongoing IDF raids in Gaza Strip (JPost)
Two IDF soldiers were killed and five others wounded during a military operation meant to combat the ongoing Palestinian rocket fire on Israeli cities in the western Negev. Forty-seven Palestinians have been killed on Saturday and at least 40 were wounded throughout the day.

One soldier was killed when a Palestinian threw an explosive device towards him and
the second soldier was killed during a gun battle that had ensued between his force and Palestinian terrorists.

St.-Sgt. Maj. Doron Asulin, 20, from Beersheba and St.-Sgt. Maj. Eran Dan-Gur, 20, from Jerusalem are the two soldiers killed during Saturday's events. Both troops served in the Givati Brigade's reconnaissance battalion. Their families have been notified of their deaths.

Of the five troops lightly-to moderately wounded, one was an officer.

According to Palestinian sources, at least 16 of those killed were civilians, including a baby reported to have been struck when a Palestinian rocket misfired, as well as two teenagers. Palestinian gunmen bombarded Israel with at least 44 rockets and mortar rounds the evening, undeterred by Israeli troops backed by tanks and attack aircrafts.

Later Saturday evening, the IAF bombed a truck filled with over a hundred rockets as well as several terrorists. It was unknown whether they were killed.

Meanwhile, IDF Chief of General Staff Lt. -Gen Gabi Ashkenazi, as well as other members of the army's general staff, were meeting with defense officials in Jerusalem to discuss the escalation of violence on Saturday evening, Army Radio reported.

Prime Minister Ehud Olmert was set to meet with defense officials including Defense Minister Ehud Barak and the military and Shin Bet heads to listen to evaluations and suggestions relating to the situation.

In all, 77 Palestinians have been killed since clashes between Israel and Hamas terrorists sparked Wednesday when an Israeli student at Sapir College in Sderot was killed by a Kassam rocket.

IDF Targets Islamic Jihad Terrorists in Gaza - Yuval Azoulay
Early Tuesday, IDF aircraft killed three Islamic Jihad gunmen, including a senior commander, in northern Gaza. In a pair of airstrikes Monday night, IDF aircraft struck two cars in Gaza City, killing six Islamic Jihad militants, including Majed Harazin, the group's overall commander in Gaza and the West Bank and a master rocket maker. Also Tuesday, Islamic Jihad announced that its commander in the northern West Bank had been killed by an undercover IDF unit in the village of Kabatiyeh. (Ha'aretz)

Airstrikes kill 10 Gaza terrorists (JTA)
Israeli airstrikes killed 10 Islamic Jihad terrorists in the Gaza Strip. Signaling a stepped-up offensive against the Palestinian faction that has carried out most of the recent cross-border rocket launches from Gaza, Israel's air force killed 10 Islamic Jihad members in two airstrikes on Monday night and Tuesday morning.

One attack destroyed a car carrying Islamic Jihad's most senior field commander in Gaza. Five of his comrades died with him. In the second strike, four Islamic Jihad men were killed as they left a mosque.

Islamic Jihad responded by vowing to renew suicide bombings in Israel. Israeli security sources dismissed the threat, saying that the absence of recent suicide bombings was a result of effective counter-measures rather than any restraint by Islamic Jihad or other Palestinian terrorist groups.

At least 15 rockets and mortar bombs were fired from Gaza at Israeli targets Tuesday. There were no reports of damage or injuries.

LIMITED IDF OPERATION IN GAZA

Limited IDF Operations Underway in Southern Gaza (INN)

(IsraelNN.com) Eight Palestinian Authority terrorists in Gaza were eliminated in IDF counter-terrorism operations by noontime on Tuesday, including six in southern Gaza who were killed in Israel Air Force air strikes near Khan Younis. Four soldiers suffered from smoke inhalation.

At least 30 tanks and bulldozers moved into the areas around Khan Younis and Rafiah in southern Gaza early Tuesday morning, clashing with PA terrorists who fired rocket-propelled grenades (RPGs) and mortars. Israeli forces destroyed a gas station on the road between the two Gaza cities, both hotbeds of smuggling and terrorist activity. More than 20 PA suspects were taken into custody during house-to-house searches before 9:00 am, as Israeli soldiers deployed on rooftops and in the streets.

Three terrorists from the Islamic Jihad who approached ground forces in an effort to carry out an attack were eliminated in an air strike. A subsequent air strike on the unused airport in Rafiah, on the Gaza-Egyptian border, critically injured three other PA terrorists, according to Arab sources. The condition of two other members of the targeted Popular Resistance Committees (PRC) cell is unknown.

Four IDF soldiers who suffered from smoke inhalation as a result of an RPG attack near Khan Yunis were evacuated to Soroka Hospital in Be'er Sheva.

An IDF spokesman described the ongoing operation, approximately one mile into southern Gaza, as "routine counter-terrorism" activity.

ISRAEL CRITICIZES NIE REPORT ON IRAN'S NUKES

IDF to show US nuclear data on Iran (JPost)
Disappointed after failing to make their case on Iran and influence the outcome of the United States's National Intelligence Estimate (NIE) released this week, Military Intelligence will present its hard core evidence on the Islamic Republic's nuclear program on Sunday to the chairman of the US Joint Chiefs of Staff during a rare visit he will be making to Israel.

Admiral Michael Mullen will land in Israel Sunday morning for a 24-hour visit that will include a one-on-one meeting with IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi, as well as with Defense Minister Ehud Barak.

According to a Time magazine article published Wednesday, Mullen is a member of the Pentagon's "anti-war [with Iran] group" that includes Defense Secretary Robert Gates and Admiral William Fallon, current commander of the US Central Command.

In a recent press briefing in Washington, however, Mullen took a hard-line approach, refusing to rule out the possibility that military force will be used to stop Iran's race towards nuclear power.

"I would never take the military option off the table," Mullen told reporters, although he stressed that his remark did not mean that force would be used. Diplomacy, he added, was very important.

Mullen's visit to Israel will be exactly a week after the publication of the NIE report that claimed Iran had frozen its nuclear military program in 2003 and has yet to restart it. During his visit, Military Intelligence plans to present him with Israel's evidence that Iran is in fact developing nuclear weapons.

"The report clearly shows that we did not succeed in making our case over the past year in the run-up to this report," a defense official said Thursday. "Mullen's visit is an opportunity to try and fix that."

An Insult to Intelligence: The Israeli Defense Community Responds to the NIE - Yossi Klein Halevi (New Republic)

  • With the release of the National Intelligence Estimate (NIE) on Iran, America, even under George Bush, is hardly likely to go to war to stop a nuclear weapons program many Americans now believe doesn't exist. The sense of betrayal within the Israeli security system is deep. After convincing the international community that the nuclear threat was real, now that has been undone by Israel's closest ally.
  • What makes Israeli security officials especially furious is that the report casts doubt on Iranian determination to attain nuclear weapons. There is a sense of incredulity. The Israeli strategists I heard from ridicule the report's contention that "Tehran's decisions are guided by a cost-benefit approach rather than a rush to a weapon irrespective of the political, economic, and military costs." Is it, asks one Israeli analyst, a cost-benefit approach for one of the world's largest oil exporters to risk international sanctions and economic ruin for the sake of a peaceful nuclear program?
  • For Israeli security analysts, the suspension in 2003 of Iran's covert nuclear military program - the NIE's defining issue - is hardly pivotal. The working assumption in Israeli intelligence is that the Iranians have resumed their covert military program. "The Syrians were working on their nuclear project for seven years, and we discovered it only recently," says one security analyst. "The Americans didn't know about it at all. So how can they be so sure about Iran?"
  • Shabtai Shavit, former head of the Mossad, said: "My assessment is that, after they decided to aim for nuclear weapons, they advanced on three parallel tracks: enriching uranium, creating components for a bomb, and developing missiles. The missiles are ready for operation. As for enrichment, they have encountered all kinds of problems, like exploding centrifuges. I estimate that they made great progress, and very quickly, on the military track. Since they have problems with the uranium enrichment track, they can allow themselves to delay the military track, and wait for progress with uranium."
  • And if Shavit had written the report? "I would have based my assessment on the facts and said unequivocally that Iran is going to create the ability to make a bomb."

VIDEO: IDF HITS PALI ROCKET CELL IN GAZA

Video: IDF Hits Palestinian Rocket Cell in Gaza - Hanan Greenberg
The IDF Tuesday released a video of a Palestinian terror cell in Gaza preparing to launch Kassam rockets towards Israel last week. After army intelligence makes a positive identification and confirms the men are not civilians, the IDF attacks the cell, killing all four cell members and destroying the rocket launchers.

Israel Air Force chief Maj. Gen. Eliezer Shkedi said that the air strikes were effective in targeting 1-3% of the cells. "We have to hurt those who manufacture the Kassams, issue the orders, transport the cells, and develop the explosives...everything else related to this industry. We cannot ignore the other 97%." THE RABBI'S ARMY

The Rabbi’s Army - Contentions
For decades now, one of Israel’s most divisive internal questions has pertained to the participation of ultra-Orthodox Jews, or haredim, in the military. Whereas the great majority of Israeli males are conscripted into the army, the black-hatted haredim have been exempt, due mainly to rabbinic leaders’ fears that army life will expose them to the corrupting influences of secularism and women. Instead, they argue, these young men should defend Israel spiritually—through prayer and the study of sacred texts.

Needless to say, most Israelis resent this. It’s bad enough to risk one’s life in service of one’s country while others get a bye on grounds of piety. But it’s intolerable when taxpayers heavily subsidize the ultra-Orthodox learning institutions to boot. As for the haredim, their non-enlistment makes it much harder for them to earn a decent living down the road, and as a result many of them suffer intense poverty.

Now something appears to be changing. A few years ago, the army launched a special infantry unit catering to the special needs of haredim. By finding a way for them to serve, it was believed, they could join Israeli society, defuse the resentment against them, and eventually make a decent living. According to a report in the Jerusalem Post this week, the army unit has attracted the sons and grandsons of some of Israel’s top ultra-Orthodox rabbis—a development that could give the program much-needed legitimacy in the haredi world itself. If so, we may be about to see a major expansion of the program, and the first real signs of healing one of Israel’s most painful internal wounds.

Two essays on this subject appeared a few years back in Azure, and can be accessed here: Aharon Rose’s “The Haredim: A Defense” and Joel Rebibo’s “The Road Back from Utopia.”

ISRAELI TENNIS STAR PROUD TO SERVE IN ARMY

Tennis star proud to serve in army (Jewish Bulletin)
Shahar Peer, ranked No. 16 in women’s tennis, made it to the quarterfinals at the U.S. Open in New York three weeks ago. She is now back in Israel in her army greens. Between her globetrotting schedule, practice sessions, media interviews and sports psychologist appointments, Peer serves as a military administrative secretary.

The army has awarded her an “outstanding athlete” status, essentially allowing her to serve a few hours a day at her own convenience. As a growing number of athletes and entertainers find ways to evade army duties, Peer has become one of Israel’s most popular figures. “I want to do my part,” she said.

The 20-year-old player also made the quarterfinals at the Australian Open, the fourth round of the French Open and the third round at Wimbledon — all career bests — and led Israel to the top division of the Fed Cup. She has earned nearly $750,000 in 2007, more than double her previous career earnings.

IDF FOILS TERROR INFILTRATION IN WEST BANK

IDF foils terror infiltration in W. Bank (JPost)
Palestinian gunman identified cutting fence of Shevei Shomron settlement, shoots at soldiers and flees

IDF troops stopped an armed Palestinian from infiltrating Shevei Shomron Sunday. The forces identified the gunman trying to cut his way through the fence surrounding the West Bank settlement, north-west of Nablus.

Soldiers shouted at the would-be infiltrator to stop, at which point he opened fire at the soldiers and ran away. The forces began combing the vicinity of the settlement in search of him and additional troops were deployed to the area.

Troops in the region have been on high alert in recent days, based on information that terrorists would use take advantage of the Jewish holiday season in order execute attacks against Israeli settlements.

Additionally, it is suspected that Hamas is planning a large-scale terror attack in order to derail the upcoming US-led Mideast peace conference, currently planned for November 2007.

DID ISRAEL ATTACK IRANIAN TARGETS IN SYRIA?

'IAF and ground troops attacked Iranian targets in Syria' (JPost)
Israel's alleged incursion into Syrian skies last week included a strike on what was likely to have been Iranian arms transferred to the country, CNN reported on Tuesday afternoon. According to the news network, a ground operation was also part of the overall foray. Neither Jerusalem nor Damascus has confirmed the report.

CNN claimed that the operation, largely aerial but also had comprised of ground components, left "a great hole in the desert." Although CNN did not cite a specific source, the network gave credence to "US government officials." The report said the IAF targets were likely to be weaponry delivered by Syria which was intended for the use of Hizbullah.

Keeping with its policy of not commenting on the alleged flyover of Syrian territory, senior officials in the Prime Minister's Office refused to comment on the CNN report.

Further, the report said the US was pleased with the alleged sortie, which it said, sent a "clear message" to the region.
