In the months that preceded the Annapolis meeting, the Palestinian media carried larger amounts of anti-Israel incitement than usual, which continued and even increased afterwards.

Often woven into it were anti-Semitic symbols and images.

Even the PA media, controlled by Abbas and Fatah, were methodical in their vicious anti-Israeli incitement.

British taxpayers are funding hate education and violence in the Middle East, according to a new report published by the British NGO Tax Payers Alliance (TPA). The report shows that part of the £47.5 million of British aid to the Palestinian territories goes towards textbooks that praise insurgents in Iraq, encourage execution of apostates, and idealize martyrdom. FIRST "CORE ISSUE": INCITEMENT

  • Abraham Joshua Heschel wrote that it was words, not machinery, that produced Auschwitz. Incitement and hate language are early warning signs of genocidal intent by their perpetrators. If the rocks, daggers, guns, suicide bombs, Kassams and long-range missiles are the hardware of today's terror threats to Israel, it is the incitement that is the software.
  • An end to state-sponsored incitement to terror belongs right on top of the negotiating agenda, before any discussions on borders, settlements, refugees, Jerusalem, and all the other issues. The first "confidence-building measure" should be ending incitement, cutting off funding for those spreading such incitement, and prosecuting those who propagate hatred, not only in the PA, but its hinterland in Egypt, Jordan, and Saudi Arabia.
  • It is state-sponsored incitement, and not what is whispered between diplomats, that signals the intentions of states or their surrogate organizations. The blowback from "the street" makes the decision-makers captive to such messages. So long as incitement warps the minds of coming generations, no diplomatic solution of the conflict between Israel and the Muslim world will be sustainable.
  • Israel should be demanding an end to funding by U.S., EU and UN agencies of all educational institutions that tolerate or issue hate language. Until Saudi Arabia and Egypt put an end to the propagation of the ugly anti-Israeli and anti-Jewish motifs in their mosques, texts, universities and media, neither should have any credibility as a participant or intermediary in any peace process.
  • The road map explicitly calls for an end to incitement as an essential precondition for all future agreements. Official monitoring, reporting and sanctioning of incitement are the essential next steps to eradicating this fundamental obstacle to peace and threat to human life.

INCITEMENT AND CIRCULAR REASONING

I asked a player from the international elements engaged in building up the Palestinian economy why they weren't making aid to Mahmoud Abbas contingent on stopping the anti-Israeli incitement on the official television channel and in the Palestinian education system. He replied, "Abbas is so weak, and this is not a popular step. First of all, it is necessary to strengthen him and afterward it will be possible to demand something of him." I have never understood this strange reasoning: Once anti-Israeli positions have made him popular, he will suddenly lead his people toward peace?

It is true that to carry out courageous reforms and educate the people to peace, a strong and bold leader is needed. Leaders like that, who understand the need for education toward peace and reforms, do exist - but not in the Muqata in Ramallah. These are people who are not afraid to challenge the tyranny of the weak leader and who believe in building a civil society as a necessary foundation for any progress on the road to peace. It is true that they are weak, but for one reason only: We ourselves are weakening them by giving unreserved support to "moderate" tyrants. It is precisely the strengthening of an antidemocratic regime and the absence of an alternative that are pushing the public into the arms of fundamentalists, into the arms of Hamas.

Another generation of Palestinians is being educated to hatred, violence and the aspiration to destroy Israel. A look back over the years since the Oslo Accords shows clearly that the direction in which Palestinian society has marched is not the direction of peace. Annapolis is doomed to failure because it is built on distorted reasoning to the effect that it is possible to move ahead and make a deal with some leader and totally ignore what is really happening in Palestinian society. Hamas Indoctrinates Children…Again (IPT)
The media arm of HAMAS, Al-Aqsa TV, once again is using the airwaves to indoctrinate Palestinian youth and glorify violent jihad. In recent months, HAMAS has drawn the ire of the international community with various programs aimed at filling the minds of the next generation of Palestinians with hate and violence. The underlying message of the videos has largely focused on Israeli aggression, though, in recent editions, has digressed into the fray of the Hamas-Fatah split.

A back-to-school program called “The Gifted” features a child, identified as a 2-year-old, skulking around in military garb and aiming an assault weapon “at the occupying terrorists.”

We’ll wear the battle-vest of self sacrifice and follow the path of the Shahids,” a child narrator says as the younger boy, his face hooded, stoops down with his weapon.

The Hamas children's magazine Al-Fateh is published biweekly in London, and is posted online at www.al-fateh.net. In stories, poems, riddles, and puzzles, the magazine includes incitement to jihad and martyrdom and glorification of terrorist operations, as well as characterizations of Jews as "murderers of the prophets" and laudatory descriptions of parents who encourage their sons to kill Jews. In each issue, a regular feature titled "The Story of a Martyr" presents the "heroic deeds" of a mujahid who died in a suicide operation or who was killed by the IDF. The magazine includes illustrations of child warriors, presenting them as role models. The magazine's titular character, Al-Fateh ("The Conqueror"), is depicted as a small boy on a horse brandishing a drawn sword.

FATAH IS FAR FROM "MODERATE"

Dressing Fatah, the organization founded by Yasser Arafat, in "moderate" garb is disingenuous. It is Fatah that works hand-in-glove with the Al-Aqsa Martyrs Brigade, its declared military wing and personal terrorist appendage. Since 2000, the group has killed and maimed hundreds of Israelis in a relentless wave of suicide bombings. Largely because of Fatah's own doing, Palestinian media and textbooks teem with anti-Israel and anti-Semitic vitriol. Palestinian soccer teams and streets are named after suicide bombers, television shows glorify terrorists and guests on PA TV demonize Jews and urge their viewers to hate and kill Jews.

The administration should condition aid to the Abbas government on his promoting reform. Fatah must offer Palestinians something better than the engine of corruption and anti-Israel vitriol it has always been. Abbas can start by rooting out the incitement against Israelis that is a staple of Palestinian daily life. And by promoting clean and open government, Fatah can regain much of the trust it lost to Hamas over the years. The writer is a Republican congressman from Virginia. (National Review)

PALESTINIAN ACADEMIC DECRIES INCITEMENT BY IMANS

Two men, a Palestinian and an American, an academic and a journalist, independently discussed in separate venues the militarization of Palestinian youth.

The American, New York Times reporter Steve Erlanger, wrote a long feature last week in which he almost entirely ignored the widespread phenomenon of hate indoctrination. The Palestinian academic, Dr. Nadir Sa'id, spoke openly about it on Palestinian television March 6. Palestinian Media Watch translated his words:

What happened in Palestine in the last years is speech incitement of the highest degree. Violence speech of the highest degree in mosques, and occasionally in the media, from many politicians. . . . there are Imams who incite to killing: killing of women, beating children, killing the "other," rejection of the "other's" opinion. A whole generation was raised on the denial of the "other" and erasing him completely, and to the possibility of killing him without any restraint or problem.

NEW PALI TEXTBOOKS REJECT EXISTENCE OF ISRAEL, PEACE

New Palestinian High School Textbooks Reject Existence of Israel, Peace - Or Kashti
New textbooks for 12th-grade Palestinian students reject the existence of Israel and make no attempt to educate students about peace or coexistence, according to Palestinian Media Watch. The textbooks were written by the Center for Developing the Palestinian Curricula and introduced by the PA at the end of 2006. The textbooks define Israel's founding as a theft perpetrated by "Zionist gangs," describe Israel as "colonial imperialist" and "racist," present the conflict as a religious war, and leave "no latitude for students to have positive or even neutral attitudes toward Israel," wrote PMW's Itamar Marcus and Barbara Crook in a February report. "Maps of the region likewise teach children to visualize a world without Israel, as Israel does not exist on any map and its area is marked as 'Palestine.'" (Ha'aretz)

The following are excerpts of an interview with the children of Palestinian suicide bomber Rim Al-Riyashi, which aired on Al-Aqsa TV on March 8, 2007.

Interviewer: "Let's talk with the two children of the jihad-fighting martyrdom-seeker Rim Al-Riyashi, Dhoha and Muhammad. Dhoha, you love Mama, right? Where did Mama go?"

Dhoha: "To Paradise."

Interviewer: "What did Mama do?"

Dhoha: "She committed martyrdom."

Interviewer: "She killed Jews, right?"

Interviewer: "How many did she kill, Muhammad?"

Muhammad: "Huh?"

Interviewer: "How many Jews did Mama kill?"

Muhammad: "This many... "

Interviewer: "How many is that?"

Muhammad: "Five."

Interviewer: "Do you love Mama? Do you miss Mama?

"Where is Mama, Muhammad?"

Muhammad: "In Paradise."

Interviewer: "Dhoha, what would you like to recite for us?"

Dhoha: "In the name of Allah the Merciful the Compassionate: 'When comes the help of Allah, and victory, and you see people entering the religion of Allah in troops, then celebrate the praise of your Lord, and ask His forgiveness, for He is ever ready to show mercy.'"

Interviewer: "What else would you like to recite? You have read the surah, 'When comes the help of Allah, and victory.' What would you like to recite for us now?"

Dhoha: "'Mama Rim.'"

Interviewer: "Recite the poem 'Mama Rim' for us. Recite anything. What would you like to recite?"

Interviewer: "Muhammad, do you know how to recite?"

Muhammad: "Yes."

Interviewer: "Go on then, recite something for us. What would you like to recite?"

Dhoha: "I just remembered."

Muhammad: "I am in kindergarten."

Interviewer: "Are you doing well in kindergarten?"

Muhammad: "Yes."

Dhoha: "In kindergarten."

Interviewer: "That's great.

"One should talk about the innocence of children..."

Muhammad: "I'm in kindergarten too."
