Arbour backs away from endorsing Arab charter (National Post)
UNITED NATIONS - Louise Arbour, the UN High Commissioner for Human Rights, backed away yesterday from what appeared to be unqualified support for a new pan-Arab human rights charter that includes a commitment to eliminate Zionism.

The former Canadian Supreme Court justice had said in a statement that she welcomed the Arab Charter on Human Rights, a document critics say equates Zionism with racism, and some believe seeks the destruction of Israel.

In a new statement, Ms. Arbour said her Geneva-based Office of the High Commissioner for Human Rights (OHCHR) has long been troubled by several of the "rights" enshrined in the charter, which goes into force in mid-March.

"Throughout the development of the Arab charter, my office shared concerns with the drafters about the incompatibility of some of its provisions with international norms and standards," the new statement said. "These concerns included the approach to the death penalty for children and the rights of women and non-citizens."

In addressing the Zionism references, Ms. Arbour touches on the UN General Assembly's repeal of its 1975 resolution equating Zionism with racism. "To the extent that [the charter] equates Zionism with racism, we reiterated that [it] is not in conformity with [the 1991] General Assembly resolution, which rejects that Zion-ism is a form of racism and racial discrimination," she said.

"OHCHR does not endorse these inconsistencies. We continue to work with all stakeholders in the region to ensure the implementation of universal human rights norms."

In Ottawa, the Conservative government called on Ms. Arbour to wash her hands completely of the charter. "Eradicating Zionism would mean the eradication of the Jewish state," Tory MP Pierre Poilievre told the Commons yesterday.

Amnesty International, the International Commission of Jurists and Geneva-based UN Watch are among groups lobbying for changes to the Arab charter's wording.

Despite Ms. Arbour's clarification, her initial statement has sparked outrage among some members of Canada's Jewish community.

"As Canadians, we are ashamed of Ms. Arbour's actions," said Frank Dimant, executive vice-president of B'nai Brith Canada. "The fact that she holds the position of UN High Commissioner for Human Rights brings disrepute to that institution, further diminishing its standing as any kind of moral arbiter."

Louise Arbour, the UN high commissioner for human rights, has been nothing short of a cheerleader for Israel bashers.  Her most recent display of animus toward the Jewish state takes the form of gushing praise for the Arab Charter on Human Rights.

While this oxymoronic document pays lip service to a laundry list of human and political rights (most of which are honored in their breach in the Arab world), it leaves no doubt in its Preamble where the Arab League stands on Israel and Jews, by "rejecting racism and Zionism, which constitute a violation of human rights and pose a threat to world peace." So sinister is Zionism, that Article I admonishes the Arab states to "endeavor to eliminate" it.

U.N. ENDORSES ANTI-SEMITISM

'UNHRC endorsed anti-Semitic charter' (JPost)
UN Watch has urged UN High Commissioner for Human Rights Louise Arbour to clarify a recent endorsement of the Arab Charter of Human Rights, which it said "contains several provisions that promote classically anti-Semitic themes."

In a letter issued Monday, the organization pointed to several phrases in the charter, such as "rejecting all forms of racism and Zionism, which constitute a violation of human rights and a threat to international peace and security," as well as "all forms of racism, Zionism and foreign occupation and domination constitute an impediment to human dignity... all such practices must be condemned and efforts must be deployed for their elimination."

The Arab Charter on Human Rights is intended to serve as a basis for the principles of freedom by which Arab nations must abide. The charter protects the civil, cultural, economic, political and social rights of the people of those nations.

The Arab League initially adopted the charter in 1994, after which the document underwent several changes, but it never came into force as it was not ratified by the required number of seven member states. However, earlier this month, the United Arab Emirates became the seventh nation to approve it after Jordan, Bahrain, Algeria, Syria, Libya and the Palestinian Authority.

On January 24, Arbour released a statement in which she welcomed the ratification, which would bring the charter into effect, saying it was "an important step forward" in strengthening the enjoyment of human rights in the Arab world.

"The Office of the United Nations High Commissioner for Human Rights is committed and stands ready to support the [states party] to the Charter in ensuring that core values of human rights are upheld," Arbour said.

UN High Commissioner for Human Rights Louise Arbour has recently endorsed the recently ratified Arab Charter of Human Rights. Arbour called the Charter “an important step forward,” and on January 24 she released a statement saying she “is committed and stands ready to support the States Parties to the Charter in ensuring that core values of human rights are upheld.”

“All forms of racism, Zionism and foreign occupation and domination constitute an impediment to human dignity . . . all such practices must be condemned and efforts must be deployed for their elimination,” says the document Arbour heartily endorses. The Charter, like the Cairo Declaration on Human Rights in Islam was created by the Arab League of States specifically to make-up for the lack of Sharia-inspired anti-Semitism in the UN’s Universal Declaration of Human Rights.

The organization UN Watch has asked Louise Arbour to clarify her endorsement. “”We trust that Ms. Arbour was not aware of [the charter’s contents], but this must be made clear, and the responsible person in her office must be held fully accountable,” said Hillel Neuer, the body’s executive director. Neuer must be trying to shame Arbour with his feigned ignorance. Louise Arbour is a professional flatterer of tyrants and anti-Semites. Like the Human Rights commissions of her native Canada, she applies an Orwellian version of human rights promotion: the grossest violators are offered impunity under the umbrella of “Islamophobia” protection. She took the side of vengeful imams in the Danish cartoon affaird and recentlyenjoyed the company of Iranian President Mahmoud Ahmadinejad at a Human Rights conference in Tehran. In Arbour’s universe, the ratification of this disgraceful charter is, in fact, “an important step forward” in legitimizing the institutional anti-Semitism of the Council of the Arab League of States.

Tom Lantos Is Shocked ABE GREENWALD (Contentions)

In a UN speech delivered by his daughter on the occasion of International Holocaust Remembrance Day, U.S. congressman and chairman of the House Committee on Foreign Affairs Tom Lantos (D-CA) laid into the UN for its efforts to de-legitimatize Israel, as the Jewish state faces a renewed threat to its very existence:

Two generations after the Holocaust, I never thought - I could not even have imagined - that within the structure of the United Nations there would be some who would attempt to de-legitimatize the Jewish State, the State of Israel, founded and built by the remnants of European Jewry and by the hundreds of thousands of Jews expelled from Arab lands.

The UN deserves to be hammered on this point, but Lantos’ words raise the question: why was he so ill-prepared for this revelation? It’s harder to imagine that there are some “within the structure of the United Nations” who don’t attempt to de-legitimatize Israel. TheJerusalem Post reports: “Lantos lamented the fact that the UN chamber was too often the setting for “shameless invective against Israel.” Well, it’s his fellow Democrats who seek the approval of said chamber.

Lantos added, “Just as an earlier dictator pledged to destroy the Jews of Europe, so a new one is threatening to destroy the Jewish State.” But according to prominent members of his party, Iran has been effectively deterred from waging such an attack. Moreover, after the release of December’s NIE claiming that Iran had halted its nuclear weapons development, Lantos hadthis to say:

This newest information supports what I have said all along: We need to give diplomacy with Iran more of a chance. I continue to favor dialogue between our two countries, in contrast to the Administration’s belligerent and stiff-necked refusal to talk with Tehran. And I believe we need to use every means at our disposal - economic, political and diplomatic - to persuade Iranians that peaceful development of energy options, free of any hint of military use, is well within reach.

A CALL FOR U.N. TO CONDEMN P.A. GENOCIDE INCITEMENT

Madam, on 30 March 2007 – the last day of the fourth session of the Human Rights Council – Hamas spokesman Dr. Ismail Radwan ended his “prayers to Allah” in a sermon with these words, broadcast on the Palestinian Authority’s TV:

“The Hour [Resurrection] will not come until the Muslims will fight the Jews and the Muslims will kill them, and the rock and the tree will say: ‘Oh, Muslim, servant of Allah, there is a Jew behind me, kill him!’”

And he concluded, to a packed mosque audience, with a call for “Jihad-fighting worshippers”:

“We must remind our Arab and Muslim nation, its leaders and people, its scholars and students, remind them that Palestine and the Al Aqsa mosque will not be liberated through summits nor by international resolutions, but it will be liberated through the rifle. It will not be liberated through negotiations, but through the rifle, since this occupation knows no language but the language of force…O Allah, strengthen Islam and Muslims, and bring victory to your Jihad-fighting worshippers, in Palestine and everywhere… Allah take the oppressor Jews and Americans and their supporters!” (Cf. Madam, we wish to draw your attention again to article III (c) of the Genocide Convention, which states clearly that: “Direct and public incitement to commit genocide” shall be punishable. Since 1989 we have frequently warned the Commission on Human Rights, the Sub-Commission on Human Rights, and for the past decade the HCHR, that the 1988 Charter of Hamas is genocidal.

As noted in written statement E/CN.4/Sub.2/2003/NGO/41, HAMAS is committed to an eternal jihad against “the Jews” – until Allah's victory is implemented. The land of Palestine must be cleansed from their impurity and viciousness. Muslims are obliged to fight and kill the Jews wherever they find them.

The HAMAS Charter’s Article 7, in its conclusion, states: “HAMAS aspires to implement Allah's promise, whatever time it may take. The Prophet, prayer and peace be upon him, said: ‘The Hour [Day of Judgment] will not come until the Muslims will fight the Jews (and kill them); until the Jews hide behind rocks and trees, which will cry: Oh Muslim! Oh Abdullah! [Slave of Allah], there is a Jew behind me, come and kill him. This will not apply to the Gharqad tree, which is a Jewish tree.’”

This genocidal call is justified by a hadith, a controversial ‘saying’ attributed to the Prophet Muhammad and described by the authoritative 9th century compilers al-Bukhari and Muslim – that since 1988 has become a commonplace belief among Islamists. On 12 April 2002, the PA-nominated Sheikh Ibrahim Madhi delivered a Friday sermon at Gaza City’s main Sheikh Ijlin Mosque, broadcast live on the PA’s TV. He quoted extensively from this hadith – even including the curious reference to the "Jewish" Gharqad tree, in preaching his specific genocide against “Jews” – and a global Jihad for all humanity.

“We believe in this hadith. We are convinced also that this hadith heralds the spread of Islam and its rule over all the lands (...) ‘from the ocean to the ocean ’.” Sheikh Madhi concluded: “Oh Allah, accept our martyrs in the highest heaven (...) Oh Allah, show the Jews a black day (...) Oh Allah, annihilate the Jews and their supporters (...) Oh Allah, raise the flag of Jihad across the land (...) Oh Allah, forgive our sins.” And, on 13 July 2003, a Palestinian academic, Dr. Hassan Khader, founder of the Al Quds Encyclopaedia, quoted this hadith during a lecture on the PA’s TV. Madam, we ask you, as High Commissioner of Human Rights, to speak out unequivocally to the Palestinian Government and the Organisation of the Islamic Conference against this incitement to commit genocide. It should be made clear that this culture of hate and death – a “direct and public incitement to commit genocide” – is condemned by the OHCHR and the international community.

ISRAEL'S EUROPEAN ENEMIES AT THE U.N.

UN Man's Apartheid Charge (HonestReporting)
Former US President Jimmy Carter's new book "Palestine: Peace Not Apartheid" has recently stirred controversy, both for its title and its contents, which have been criticized and dissected by figures such as Alan Dershowitz. Referring to the book, "Special Raporteur on Palestine to the UN Human Rights Council" John Dugard takes this opportunity to attack Israel in the Atlanta Journal-Constitution, claiming that:

Israel's occupation of the Palestinian territories has many features of colonization. At the same time it has many of the worst characteristics of apartheid.

HonestReporting has previously debunked the false comparison between Israel and apartheid South Africa.

John Dugard enjoys a "halo effect" created by his role as an "independent expert" working for the UN. This cannot, however, disguise his extreme and one-sided views, which have been given a platform in the Atlanta Journal-Constitution.

In his one-sided diatribe, Dugard takes aim at Israeli military activities but fails to acknowledge the existence of Palestinian terrorism or any other legitimate reasons for Israeli self-
defense. Indeed, it appears that in Dugard's world, Israeli rights simply do not exist.

This is unsurprising given Dugard's previous statements. Anne Bayefsky of Eye on the UN refers to Dugard as "the UN's Spokesperson for Suicide Bombers" and "the most fanatical spokesperson for terrorism at the UN outside the Arab and Moslem world."

His job description, or UN mandate, deliberately excludes Palestinian human rights abuses. As Dugard lectured the Israeli representative on October 19th: "I have a limited mandate, which is to investigate human rights violations by Israelis, not by Palestinians." The pre-determined outcome, however, has never been a problem for this lawyer. Far from being embarrassed, he launched into this year's diatribe this way: "Today I deliver my annual criticism of Israel's human rights record."

There is no perennial criticism at the UN of the human rights record of any other state, or terror organization for that matter. Just Israel.

Dugard's fanaticism is consistent with the UN reality that the more hysterical his claims, the more likely he is to keep his job. His usual modus operandi is to demonize Israel as the racist, blood-thirsty aggressor opposed by a hapless, freedom-loving people. This year he decided to outdo himself, taking aim at the Jewishness of the Jewish state itself. "The litany of human rights violations...is difficult to reconcile with Israel's...claim to be "a light unto the nations."

Dugard's anti-Israel extremism has also been featured by Frontpage Magazine, which notes his support for sanctions against Israel and his apparent desire to see the end of Israel through the creation of a bi-national state, in contradiction to the two-state solution supported by the UN itself.

When Israel confronted Hezbollah in Lebanon this summer, it faced an entrenched, fanatical enemy armed with state-of-the-art weaponry provided by Iran and Syria. But just as crucial to Hezbollah’s success in fending off Israel’s attack was another ally: an international human-rights community that draws no moral distinction between the deliberate slaughter of civilians by terrorists and the accidental killing of civilians that is the tragic, but inevitable, consequence of any war.

One of my fellow Canadians, former Supreme Court justice Louise Arbour, is a case in point. As the United Nations’ High Commissioner for Human Rights, her stature makes her a credible future UN secretary general. This may explain why she is busy currying favour with the European, Islamic and Third World constituencies that control the world body’s major voting blocs.

In a Jerusalem Post interview published Friday, Arbour went further than moral equivalence between Hezbollah and Israel. She stated that the Jewish state actually bears more blame in the recent conflict than the terrorists who started the war in the first place. “In [the case of Hezbollah] you could have, for instance, a very objectionable intent — the intent to harm civilians, which is very bad — but effectively not a lot of harm is actually achieved,” she said. “[But] how can you compare that with [Israel,] where you may not have an intent but you have recklessness [in which] civilian casualties are foreseeable? The culpability or the intent may not sound as severe, but the actual harm is catastrophic.”

It is true that more Lebanese civilians died than Israeli civilians. But that was a consequence of Hezbollah tactics, not Israeli cruelty. Indeed, the propaganda issued by the terrorist group during and after the war show that it relished Lebanese civilian deaths as a tool to sway world opinion. In the case of Arbour, this tactic obviously worked.

Moreover, let’s be clear about what Arbour is saying. Hezbollah indiscriminately rained about 4,000 rockets down on Israeli civilian population centres in late July and early August, killing 44 Israelis, injuring more than 1,300, and displacing 300,000 — or about 5% of the Jewish state’s population. Yet by the lights of the one-time Canadian Supreme Court justice, “not a lot of harm [was] actually achieved.” One might ask the former robed luminary: What level of casualties must Israel (or any Western democracy) absorb before they earn the right to fight back vigorously? The rules of engagement she seems to favour are those whereby terrorists barrage Western democracies while we retaliate by — what? — indicting Hezbollah commanders at the International Criminal Court?

In recent days, Arbour has made an effort to at least appear even-handed. During a five-day trip to the region, she travelled to Sderot, a southern Israeli town that’s become a favourite target for Palestinian missile strikes. That trip happened to coincide with a barrage that took the life of 43-year-old forklift operator Yaakov Yaakobov, and she was able to visit the plant where he worked while his blood, and those of wounded co-workers, was still freshly spilled.

Arbour didn’t win any points, however: When she arrived, locals shouted her down, and she was quickly hustled away to a friendlier photo-op. One can forgive Israelis for their rude reception. After being under siege for six decades, they know how to recognize an enemy.

UN HUMAN RIGHTS COMMISSIONER: ISRAEL WORSE THAN HEZBOLLAH

French Canadian Louise Arbour, the United Nations High Commissioner for Human Rights, says that even though Hizballah and Hamas deliberately target civilians with indiscriminate terror attacks, Israel is much worse.

Israel could be considered deserving of more blame for its actions in the Lebanon war than Hizbullah, UN High Commissioner for Human Rights Louise Arbour said in an interview with The Jerusalem Post Thursday. Asked by the Post if there was a distinction under human rights law between missile attacks aimed at killing civilians and military strikes in which civilians are unintentionally killed, Arbour said the two could not be equated. “In one case you could have, for instance, a very objectionable intent - the intent to harm civilians, which is very bad - but effectively not a lot of harm is actually achieved,” she said. “But how can you compare that with a case where you may not have an intent but you have recklessness [in which] civilian casualties are foreseeable? The culpability or the intent may not sound as severe, but the actual harm is catastrophic.” ... According to criminal law, “there is very little distinction between recklessness and intent,” she said. “It is a small distinction as to whether you desire the result, or you foresee it as virtually certain and you do not care. In terms of culpability there is not a lot of difference between recklessness and intent.” Arbour indicated that this could mean that Israel was guilty of human rights violations for its actions in Lebanon. “When you kill civilians virtually each time [in a military attack], at some point you have to ask yourself, ‘Wasn’t that foreseeable that so many would be killed?” she said. “That is where I think you start having to engage in the possibility that it is somewhat culpable.”

When terrorists deliberately use civilians as cover—and when the civilians themselves are terrorist supporters—the deaths of civilians are inevitable. But the ones to blame for these deaths are the murderers who hide among them, the ruthless killers who cynically manipulate idiots like Louise Arbour. Arbour and her fellow guardians of simple-minded “morality” have no answer for the tactics of the killers, except to “urge” them to renounce violence.

Speaking to reporters at a press conference in Jerusalem Thursday night, she criticized the Palestinians for launching Kassam rockets against Israel. The use of the rockets was “in breach of international humanitarian law and their use must cease immediately,” she said. In her meeting with Palestinian Authority Chairman Mahmoud Abbas during her visit, Arbour said, she urged him to use “every legitimate means possible” to stop the rockets and to bring to justice those who launch them.

The families of kidnapped soldiers Eldad Regev, Ehud Goldwasser, and Gilad Shalit protested on Tuesday to UN representatives in Israel following the refusal of Louise Arbour, the UN High Commissioner for Human Rights, to meet with them. Arbour, who is on a five-day tour of the Palestinian territories and Israel, finally said "no" to a meeting after avoiding a direct answer for two weeks.

If the Jews would just die without making a lot of noise, the Nice People could get on with the really important things in life, stuffing their faces with salmon and bean sprouts, watching the Rev. Billy Don Moyers pontificate on PBS, and making more Nice People.

The Nice People, manipulated by the coverage of the fighting in Lebanon, are getting fed up with the Israelis, who are acting as if they have the right to survive in peace to live lives of quiet exasperation. But the Jews insist on "disproportionality," on firing back when fired on by the Hezbollah "guerrillas," as the newspaper and television correspondents insist on calling "terrorists."

Louise Arbour, the high commissioner of human rights at the United Nations, is typical of the Nice People of the West who are losing patience with the Jews. She's against killing, and not only that, she "strongly condemns" it. Or some of it. She demands an investigation, but only of the Israelis, and not just an investigation by anybody. She wants "international expertise."

"In order to establish facts and conduct an impartial legal analysis," her "office" says, employing the magisterial third person, "the high commissioner reiterated the need for independent investigations." To this end, she advocates "the active involvement of international expertise."

It's important to be fair, even to be fairer to some than to others, so we can guess who these paragons of "international expertise" might be, recruited from the crowded ranks of the compassionate of Zimbabwe, Sudan, Iran, maybe even North Korea, all, naturally, determined to protect and preserve human rights.

The Israelis, once efficient and savvy, now seem to be as confused as everyone else in the West, so fearful of giving public-relations offense that they can't speak for themselves. There's plenty to show and tell, but they're allowing the world media to get away with the usual evasions, distortions and prevarications, to draw the outlines of the fighting with the moral equivalence so prized in the salons of the West. The photographs of the dead children of Qana would break the hearts of anyone but an Islamist terrorist, but the photographs of the Hezbollah artillery and missile batteries, planted among the women and children precisely to draw Israeli fire, were smuggled out of Lebanon by an Australian journalist and published yesterday in the Herald Sun of Melbourne. The photographs are proof of Hezbollah courage, of terrorists hiding behind the chadors of their women and cowering with the children.

"Israel is losing this war because it is not fighting it in a manner calculated to win it decisively," observes Jed Babbin of the American Spectator. "It is fighting only Hezbollah, a proxy of its real enemies. If Israel accepts a cease-fire without breaking Hezbollah's hold on southern Lebanon, all of Lebanon will become a colony of terrorist Iran. And Israel will have suffered a strategic defeat. On the ground and on the airwaves, the war must be fought ... to win decisively, or lose inevitably."

We are in real serious trouble, and I'll tell you how and why I know it:

* Because the Hezbollah -- as has been well reported -- launches missiles at purely civilian targets in Israel as a matter of course, and no one in Europe or in the American left says "boo" about it. It's considered the Hezbollah's "right" to kill Israelis and when they do, they boast about it and promise to do more;

* Because it's been also well documented that the Hezbollah hides behind civilian targets and adjacent to civilian dwellings in Lebanon to fire its rockets at Israel, and when Israel fires back and mistakenly hits a home with civilians, the world of "intellectuals" and "thinkers" blames Israel and calls Israel bloodthirsty;

* Because when the Israelis kill civilians, they apologize, but when the terrorists kill civilians, they brag -- and the beautiful people scream at Eretz Israel and excuse the terrorists;

* Because if you substitute "America" for "Israel" and the "terrorists in Iraq" for the Hezbollah, you get what's happening in Iraq;

* Because it is impossible to beat a terrorist movement without using terror tactics, and we as a people of compassion and restraint, both in Israel and the U.S., will not use terror tactics even when survival is at stake, and this means we will not survive.

It is very much as if, after Pearl Harbor, after the bombing of London, we said, "We will fight the Japanese and the Nazis, but we will only use humane means, and we will show total restraint and will never kill civilians. And we will search our souls and agonize about every move."

It is this attitude that kept the United States from winning in Korea, in Vietnam, and now in Iraq. If we had followed that code of suicide, we would have lost World War II and the world would have been plunged into eternal darkness. You cannot fight inhumane people with humane means. You cannot fight savages with one hand -- no, two hands -- tied behind your back. No wars were ever won using restraint and only civilized means. That's a formula for complete defeat and for the end of civilized life. If we allow our media and French intellectuals to prevent us and the Israelis from using the means necessary to win, we'll lose...in Lebanon, in Iraq, and everywhere and this civilization is very well worth preserving. Yes, as sad as it would be to use terror tactics to win a war, it would be incomparably worse to lose. At the end of the war we win, there is light. At the end of the war we lose, there is the end.

OLMERT: U.N. FORCE USELESS

Olmert: No to International Force - Herb Keinon
Prime Minster Ehud Olmert said Tuesday that the idea of an international force in Lebanon was "a good headline," but that Israel's experience "shows that there is nothing behind it." "Today there is a multinational force in Lebanon, and we are seeing what they do....I think it is premature to talk about it."

Olmert said he did not rule out negotiations, as long as they are not held with Hizballah and are based on the principles of an unconditional release of the abducted Israeli solders, and UN Security Council Resolution 1559 that calls for a dismantling of Hizballah and an extension of the Lebanese government's sovereignty throughout the country. He added that the start of these negotiations would not end the military operation.

Foreign Minister Tzipi Livni told a visiting UN delegation Tuesday that preventing Syria's resupply of arms to Hizballah, the total disarmament of that group, and a complete overhaul of the UN forces in south Lebanon were among Israel's requirements for a cease-fire. She said it was no longer enough to move Hizballah out of southern Lebanon since, given the range of Hizballah's missiles, "they can now fire from Beirut." (Jerusalem Post)

The United Nations High Representative of the Common Foreign and Security Policy (CFSP) Javier Solana said during a press conference with Minister of Foreign Affairs Tzipi Livni that the UN has no sufficient data to determine whether the Hizbullah can be included in the list of terror organizations. He also added that the issue at hand is legal, not ethical. (Ronny Sofer)

Israeli suspicion of UN clouds Lebanon force plan.
JERUSALEM (Reuters) - An Israeli commander at the Lebanese border recalls peering through binoculars one afternoon to see U.N. peacekeepers sipping tea with Hizbollah guerrillas....

Relations between Israel and the United Nations plummeted after information emerged that U.N. peacekeepers on the Lebanon border suppressed video tapes of three soldiers being abducted by Hizbollah guerrillas in 2000. UNIFIL denied the charge, but the U.N. later admitted unintentionally concealing evidence from Israel.

“We know that they had line of sight and could see the actual kidnapping. They could have put roadblocks up to prevent Hizbollah from escaping. But they didn’t lift a finger,” said Dore Gold, former Israeli ambassador to the U.N.

It is unclear whether the three soldiers were killed at the time of the raid and their bodies taken away or whether they were captured and killed later. Israel initially assumed the three soldiers survived the attack and were seized by Hizbollah.

UN Human Rights Chief Hopes for Balance on Israel - Herb Keinon
During a meeting in Geneva Thursday, Minister of Diaspora Affairs Natan Sharansky asked High Commissioner of the UN's Human Rights Commission Louise Arbour, how is it that Israel, a democratic nation which has many mechanisms to monitor human rights violations, is the only country to receive a "special" status in the commission's annual report on human rights across the globe and is the only country that is given a chapter of its own, while some UN members are totalitarian states in which citizens have no rights? Arbour replied that she hopes that in the framework of the new reforms being discussed in the UN, Israel will receive more balanced treatment, especially in forums that deal with human rights.
