EU TO GIVE PALIS $ WITHOUT CONDITIONS?

'Unfairly Asking To Renounce Terrorism' (NY Sun)
"Israel wants Palestinians who benefit from a proposed foreign aid mechanism to sign a document renouncing terrorism," the JTA reports.

Israeli sources said the request was made this week in talks with the European
Union, whose idea for a funding mechanism circumventing the Hamas-led
Palestinian Authority was endorsed over the weekend by its partners in the
diplomatic "Quartet" managing the Mideast peace process -- the United States,
United Nations and Russia.

European diplomats said no decision has been made on whether to attach conditions to donations destined for the West Bank and Gaza Strip. Palestinian officials accuse Israel of unfairly interfering in a humanitarian effort.
