A solution to threats from Gaza will have to be found before the establishment of a Palestinian state, Foreign Minister Tzipi Livni told James Jones, the U.S. special envoy for Middle East security, on Thursday. Jones is in the process of drawing up a plan about how to provide security when Israel leaves large swaths of the West Bank under a peace agreement.
